PS CS2. Most likely translatable. Simple layers.

1. Get your image, crop it, whatever you need to do.
I sharpened my base, duplicated it, and made the duplicate a screen layer.

2. Make a new layer and set it to soft light. Flood the layer with #6ADEA4.

3. New layer, set to multiply. Flood the layer with #F2CA96, this time setting the opacity around 20%.

4. New layer, set to exclusion. Flood the layer with #072D69 and set the opacity around 80%.

5. Another new layer, set to color burn. Flood the layer with #F1BCCC and set the opacity around 50%.

6. Duplicate the base and drag it to the top. Set it to soft light.

7. Duplicate the top soft light layer and get the finished product:

Remember to mess with the layers to better fit your icon.
